11 over on 70mph I-95 is considered reckless driving in Virginia and there are cops with speed guns hiding in the wooded center divider all over. Cops don't patrol it they are just pulling over drivers they zapped with the speed gun.
I just do 75 in the middle or right lane.
The friend I said was the very poor driver who never drove over the speed limit made the front page of the Mountain News. The idiot drove into the opposing lane on a blind curve to keep from rear ending someone when he could have went right and drove into a huge lookout point turn out that was unoccupied. His 1970 Maverick was flattened by a semi coming the other way. The only injury he got was cut on glass crawling out. The car looked like no one in it should have survived.
