A little help: plot element from a science fiction book

I saw an image posted on Twitter earlier today that caused me to flash on something. It is a plot element from a work of science fiction I read once, a long, long time ago. But I can not remember either the name of the book or the author.

The plot element is a book or a guide which is in the main character's possession -- attached to his belt by a chain I believe. He loses the book/guide somehow which then leads to him getting on the wrong side of the authorities b/c it is not allowed to lose your copy of that guide.

I'm thinking it might be "Bill, the Galactic Hero" by Harry Harrison but I am not too sure about it.

Any one know what I am referring to and what book is it?

It doesn't sound like Bill the Galactic Hero. I read that years ago.

It sounds like the Religious thread. I think that some people over there are chained to some book or other. Did you check there?
