How is this a dead heat when the ruler used by the judges to demonstrate a dead-heat shows the top horse ahead of the line and the bottom horse behind the line?

What you think is a gap on the outside horse is actually a flared nostril, and no, I do not see the inside horse's nose ahead of the line. Pretty sure it's a shadow of sorts.

Yes this is possible, although from the position of the horses as they crossed the line in the video feed and freeze frame it makes me doubt the dead-heat. I wish I could track down the proper photo print to put my mind at rest but it doesn't seem to be published anywhere.
