It has been many years since I read a book called "Cold Zero", written by a sniper on the F.B.I. Hostage Rescue Team who was at both events.
I'm going from long ago memory. The author was vague, I think on purpose, about the details, especially as regards any official decisions or policy. I know that on the scene at the time there were a lot of people with a lot of guns in a highly tense situation. Then, predictably, shite happened. My impression while reading the book was that in both events, without the author ever saying anything definite, the "battles" were touched off by an unknown "good guy" with an itchy trigger finger. It was pretty clear that neither situation ever got to the point where government officials actually made a top-down decision.
