The legislation also sets a 1.5 percent tax rate on all bets made on Kentucky races regardless of the source. While the 1.5 tax is a reduction for some types of bets, wagers made through account-wagering operations were previously taxed at 0.5 percent.
Does anyone know how this is going to shake itself out?

I saw some speculation on Twitter it could result in lower rebates.

Is it retroactive. 44 years of breakage.

exactly
as if take-out isn't high enough already.
they wanted all of that extra $ on top.
and who got all of those millions of $'s every year? the track owners I'd imagine.

too little too late is what I say.
from the time breakage started IMO it should have always been round down or round up to the nearest tenth, if they insisted on not paying out to the penny. Or in the case of NY tracks to the dime.

i would guess that penny breakage will help with the international handle. now all they have to do is promote it. they need to attract more business. in Saratoga this year, i think i heard they increased the length of the chute on the main track so they can run a 1 turn mile. this might attract more horses for these races.

With the penny breakage does this also mean minimum payout on a $2 wager is $2.01? I assume they changed the minimum payout from the current $2.10 standard, but haven't seen that mentioned anywhere so just wanted to double check that was also amended.

the thing that is going to be interesting is going to be the adw's. are they going to lower their rebates or keep them the same because they are going to make up the difference in added business? one adw can lower the rates while the other ones might be more competitive and leave them alone and do better than they ever did.
