In day races, you don't know the entries of any race until the draw (after entries close). To be able to do so would create headaches for a Racing Secretary as trainers would watch for weak fields and avoid strong fields (or a horse they can't beat). This is the advantage Linda Rice was taking by getting the entries and PPs for horses entered before closing of the race.
In stakes races, a list of the nominees are typically available before entry, but the actual entries on entry day are taken the same as they are with day races.

The nature and commision of these offenses gives off a whiff of Keystone cops. Without elaborating on the myriad of safer ways through which the purloined info might have been passed along, I'll just say the inside men strike me as moronic bumblers.
And their boss lady comes across as a narcissitic control-freak. There are more scrupulous ways to catch wind of what horses pass the entry box.

From what I've heard she was still out at Belmont working horses yesterday. So there must be an appeals process.

I have no problem with that.
If you grade it on a curve, I think her punishment was way out of line with what is typically done for drug issues, but it's not NYRA handling her case.
