This is Chuckles comments from September of 2017.
A wheel was certainly made well before medieval times as those days were 5th to 15th century while a wheel was likely made/built/discovered somewhere around 6500-5000 BC.
So yes, according to Chuckles, the wheel is at least 5,500 years ahead of a wall.

Yes he should, but I don't think he will (by Executive Order) for two reasons:
First, the situation has been what it is for quite some time.
Second, the Congress holds the power of the purse.
What I think he will do ultimately is encourage the people to demand it.
