Absolutely one of the worst aspects of our sport. I remember how Cordero et al used to game the system so they would never have to serve suspensions at Saratoga.
Literally no other sport allows this. And it's absolutely the fault of corruption in our regulatory system- officials are buddy-buddy with owners and don't want to "hurt" them by taking jockeys off their good horses.
The way it should work is the way every other sport works:
There's a foul. THE NEXT DAY, there's a hearing. Suspension starts the day after. No designated races. You're out. Period.
