This is not constitutional.
It gives protection to one group of and ignores other groups, ie, those who do not cell phones. Making it mandatory now, IMHO say the government must provide EVERYONE a cell phone and coverage everywhere.
Time for 9th Circus to go to work.
Oh, and if someone doesn't get the call, and is later harmed by a disaster, I would say they have a right to sue the government for neglect.

You know,as much as I dislike the constant arguments back and forth here and in the media, I am thankful there is opposition to Trump. If his poll numbers should go up to over say, 60% favoritive , then he would become a dangerous man !
