Carter Page had been the subject of previous FISA warrants going back to 2013 and was under FBI scrutiny as far back as 2008.
Its actually in the the Top Secret stuff the Trump Administration released but hey... they gloss over that stuff.
Its only a witch-hunt if you choose to believe one sides interpretation... of the top secret stuff.... they chose to release... to fit their interpretation.

I can find no conclusive evidence that a FISA warrant was issued back in 2013 on Carter Page.
Anonymous sources and people parroting such notwithstanding in a few articles.
Carter Page might be the insurance policy ol' Pete was texting about. They get him to worm his way into the Trump campaign, and whammo...the plan all falls together...I like it!
I'm running with that.
