I guess we live in different times. I see posts on different websites of people complaining about the use of the whip. The funny thing though, I never once heard a bettor complaining about the whip anytime I was actually at the track.

Some will say Constitutionaffair needed the whip in race 4.

If the whip the jockeys are being asked to use can't adequately do the job of keeping the riders safe, I can see them being upset. But beyond that I don't see why riders or so many horse players have a problem with limiting its use. No one will have an unfair advantage and perceptions will improve. The only issue is rider safety.

Circus maximus just won at royal ascot. The first thing the commentator says is “ This horse needs the whip.” That was funny to hear after the California and Kentucky rulings.

Good points
I'm interested in the new whip.
Have heard it described as a "Nerf sword"... Have never held it myself, or aware of a good video which details the new whip.
The riding crop I had from the '80s ('88 Mike Luzzi), had some power behind it...

I'm not going to question the expertise of the riders on their own safety, but if we are worrying about things like whether Circus Maximus (IRE) would have won today without the whip, that's the attitude that has some people with more extreme views trying to put us out of business. Whips are a minor issue in the grand scheme of things we face (like drug use, training/running horses with a history of injuries that raise the risk of a fatality, track safety etc..), but the perception has to be that the horse's well being is second only to the riders. We can't be worried about which horses respond better to whipping and which rider uses it more aggressively and effectively so we can cash a ticket. It just has to be a level playing field for all the horses and safe for everyone. Then move on to more serious issues that could get us closed down someday.

Perpetually retreating from the basic concept of an athletic contest (race) where people and horses try to earn their best placing is fine.
