The question for the day is unneeded as this blog gives examples far better than I ever could today

They'll issue a ruling saying that it was illegal and it won't happen again...in 2014.

People, people, people. The purse for the race in question was $14,000 which is less than double the $8,000 claiming price. The additional $2,400 is Open Owner Awards which are bonuses paid by the New York State Thoroughbred Breeding Development Fund to owners of certain NewYork-breds that run in open company. If a horse that finishes in the top three is not a New York-bred then the bonus does not apply. Hence the reason that the total of the payouts was less than the total $16,400.
For more details you can read here. http://www.nytbreeders.org/breeding/incentives.cfm
As incompetent as the NYSRWB is, in this case nothing was overlooked.
Trying to stay on topic in discussing the recent outrageous actions by the Governor, in an ESPN article discussing his recent well-thought plans for New York racing he openly admits, “I'm not really a horse racingexpert”.

You can’t make this stuff up.

It was quite on topic with the respect that the State is paying little to no attention to any other racing going on in NY. While I realize fully what you are saying, the purse of this race could be more than twice the claiming level and further according to your link, 8K claimers aren't supposed to be included. NYRA would be questioned on this I have little doubt.

I can guarantee that Finger Lakes has no $250,000 murals.
