In thrown out refund/winning tickets last year alone. Surprised the tickets don't go to the track...they go to the state. To me, it is silly for the track to sweep up tickets too quickly. Let the fans cash them to keep the churn alive.
What doesn't surprise me is that bettors in Pennsylvania leave so much behind. Anyone betting on track against a 30% takeout can't be all there to begin with.
The felony part is also pretty funny, because I doubt it is ever enforced.
