I did do a search here and got the forum back. Anyway, what does this entail? I see it (or hear it) more and more.

We have it in the Uk the Groom receives a small cash award in each race for the Best Turned Out horse.
Before the races sponsors are asked to select the Best Turned Out horse and present a prize to the groom.

in general it's a nice program to encourage well-groomed horses.

some of the faults include kissing certain owner's team asses, as well as (if/when the best-turned-out is named in cheaper claiming) the dolling up is sometimes a front to hope a flawed horse gets claimed.

sometimes it is nice and honors hard working grooms
