Could one of our legal eagles please explain the purpose of the wholly owned subsidiary in all this? Is this a way of keeping NY state out of the management of this site? And is someone going to pop up claiming that since NYRA is a state-run organization, this land really belongs to the state?
I sure hope not, but nothing ever seems to be simple in NY.
