The looters are blowing off steam which is understandable. Humans break things when they get angry and frustrated. It is a defense mechanism. Better to break things than to kill someone.
However, it is terrible that businesses are being destroyed by the looters and rioters. But this is collateral damage and is similar to a drone strike on an enemy combatant that kills innocent women and children and destroys buildings that have nothing to do with the enemy. The drone strike achieved its objective which was to kill the enemy, but there was "collateral" damage and innocent civilians died. That happens in all wars.
So when the rioters destroy property in protest it is an attempt to strike back at the ones who caused the pain in the community. That's understandable. But the downside is that there is collateral damage to innocent businesses.
It is necessary for the national guard to be called in to the various communities to try to restore order and defend the community from more destruction. The danger is that the national guard goes on the offensive like they did at Kent State and starts to kill innocent people which is just more collateral damage.
The national guard killing the Kent State students helped end the Vietnam War and also helped end Nixon's presidency.
Likewise, politically, this a going to be a very tricky situation to deal with for elected officials. How they handle this and how it gets viewed by the people in the communities and citizens around the country will determine what the repercussions are, if any.

They are very angry people not terrorists.
Black people in the United have been abused systematically by police in the United States since day one.
This incident is just pouring gasoline in the open wound of police brutality.
