"Just being here" is not the test. The test is being a U.S. citizen. And you don't have to be here. You can be anywhere on the planet and send in an absentee ballot.
Ever hear the caveat "be careful what you wish for. You just might get it." Don't assume that you can disenfranchise groups that don't vote the way you want and still be safe from having those same weapons of tyranny used against you.

I definitely understand the pay for play system and no need for it as those who may not be able to afford being disenfrachised.......but how about the reverse when the government pays the voters?? Such as 50,000 cell phones? Or pizza parties?? etc etc???
