"The bill (S7065) (A01589) would make it mandatory that every gun owner in the state of New York get a mental health evaluation before they could purchase a firearm. This wouldn’t be a one-time thing, this would be for every gun and of course, these evaluations would have to be held at a location of the state of New York’s choosing and would be at the expense of the person looking to purchase the gun. This new assault on the rights of gun owners comes in the face of the ever progressive agenda of Governor Andrew Cuomo’s regime making it more than well known that gun owners in New York State are not only not wanted, they are on his list of targets and as he has said in the past if people don’t like his rules, then they are free to leave. The way things are going in New York, that’s getting to be the only thing they are free to do."

Perhaps Cuomo should undergo a mental evaluation for suggesting that idea.
That is a costly suggestion that is doomed to fail.

Unfortunately it will probably become law. People are already leaving NYS in droves, this will only accelerate it.

it starts as a one time thing, then becomes yearly with licensing fee, then monthly, and eventually it becomes cost prohibitive to legally own any
and 'new jobs' for the administration and regulation. dang the dems are great at creating jobs

SCOTUS has already ruled states can make their own laws regarding controversial subjects.
Abortion, Guns, sports gambling to name a few.
All states rights issues.
The way to stop it is to pass a federal law and use the supremacy clause to invalidate it.
Baring that “the infringement clause” isn’t worth the paper it is printed on to prevent any state from passing laws that you don’t like.

I guess New York has a problem with permitted legal gun owners going around and shooting people.
This law has to be racist, because according to Democrat legislators, American minorities are too broke and/or stupid
to get their butts to the DMV and acquire identification for voting.
My question is how on earth are the poor, stupid minorities in New York going to afford paying for a psychiatric or psychological assessment, transportation to and from the evaluation and the price of the permit?
No, wait, I guess it doesn't matter they'll just get lost on the way to the exam.
The only place poor minorities know how to get to is their district polling location.
So as Roseanne Roseannadanna would say "Nevermind".
