Rewatching I see WoW didn't have a lot of room to pass on Max's inside, Max was veering between lanes rather often, tho not always extremely. I think that's more likely why the entire race was a rate and wait, rather than any strategy to not contest the lead. It does look like some herding went on but I don't think that's intentional, rather just the natural reaction to some of the flaws in Max's run.

Gafflione rode rather conservatively. I would argue too conservatively but considering the leg contact it's good that he did. And he was right there so he seen how max was running and had to avoid.
I would like to see an interview with him too. Casse said he told TG they weren't going to call foul after TG told him he almost went down.
