EVERY.OTHER.PROBLEM.
All the potential solutions that could work are removed before the serious problem solving begins.
I contend that every problem has an answer that, at the very least, greatly improves the current state of affairs.
HOMELESS PROBLEM
The solution to the homeless problem is really very simple and it's been around forever. It's called,
If you don't work, you don't eat.
The able-bodied and able-brained will simply decide they need a j-j-j... they need to go to work.
Why is this off the table?

The government holds the phone providers responsible.
"You have 90 days to solve this problem or you will get a $500m fine." Watch how fast they fix that.
Everyone who makes a call has a traceable number. After all, the companies do BILL the callers, right?
If they couldn't get paid, I bet
that problem would be solved in about a week.
