I couldn't say who the guy in the video is, but the twitter account belongs to Bernard Kerik. Kerik is the former police commissioner of New York under Rudy Giulianni and is equally respected. In other words not at all. He was widely criticized while commissioner for using his status for personal gain. During the US occupation of Iraq, Kerik served as Minister of the interior where he managed to procure a bribe-excuse me, I mean loan-from an Israel billionaire. Kerik spent three years in prison for fraud and tax evasion and is a purveyor of election fraud nonsense.
As for the guy in the video, he's a nobody spreading nonsense. I can't refute it because he says nothing. It's like reading a post on PA off topic General.
