So he's actively working with a foreign country against the foreign policy of the USA as set forth by this administration.
Aren't there laws against that?

That is a January 30, 1799 never enforced but floated every year. The driftwood wants to toss his hat into the political 2020 race, unlikely able cobble the voting blocks to win. I think Bernie Sanders might have beat him for the nomination if Clinton was not in that race.

Unlike Trump, KERRY was soundly REJECTED by the USA.
The DNC has NO VIABLE candidates so they are recycling their trash.
This is good thing.
Spread his word....seriously.
