The reason people were watching it, was because DOD informed them of its presence. Those balloons travel at an altitude of 80,000 to 120,000 ft. That’s 15-23 miles. They are the size of two school buses and they are no yellow. Even if you were looking for them, they would be difficult to spot.

Since the. Trump Administration never mentioned them, no one was looking. On the other hand, Biden did not hide the existence of the balloon. The projected track was posted many places. So it would not be difficult to sight.
