Inexplicable how they didn't hang the INQUIRY sign. I have zero idea whether there should have been a disqualification because the pan was inconclusive and I never saw a suitable head on. But that's beside the point.
By not hanging the INQUIRY sign it sends a convoluted, mixed, confusing message to the public.
As stewards they MUST let the player know they saw an incident and are looking at it.
I 100% guarantee they watched it several times. But that doesn't help the public.
When I was a steward in California we had the option of a stewards "review". That was the CHRB's way of telling the public we saw that something happened and were on it.
That procedure could sometimes expand into a full blown INQUIRY.
Truth be told every race has some sort of INQUIRY in that the film is double checked, just in case, before it's made official.
The bettors are paying the bills. The officials have a responsibility to let us in on the process.
That wasn't done in this case.
