Won't NYRA cutting the purses on bottom claimers just mean those fragile bottom claimers will be running in Pennsylvania instead of New York. Whether it's by Vet or Trainer, they're making very sure any horse even slightly questionable gets scratched. "Full fields no matter what" as the company line has apparently given way to "Every single one of them better make it across the finish line alive, or heads will roll".
