Who owns the NYRA racetracks? (Part IV)

The ownership issue has been on the minds of New York Racing Association leaders for a long time.

More than 20 years ago, NYRA received an endorsement of its claim to track properties from the law firm of Phillips, Nizer, Benjamin, Krim and Ballon.
