Actually, the biggest enabler are all the drug users in this country.
The cartels don't need any President to 'enable' them when the demand is so high.

I tend to agree that a huge part of the problem is the demand is high, and we as a country condone it. Somewhere in the middle is a solution. But nobody wants to lock enough people up.

The cartels are making billions off human smuggling. That is enabling the cartels. A side benefit to the smuggling operation is that everyone is chasing illegals as the cartels move their drugs into the USA. That is enabling the cartels. Another side benefit for the cartels is that the smuggling operation has allowed the cartels unlimited wealth in which to purchase any number of politicians and judges in Mexico and destabilizing Mexico for generations. That is enabling the cartels. Biden should have a seat at any table where the cartels decide how to split this enormous wealth. After all, Biden is the Big Guy!
