Classifying System- New and Improved

I know a few weeks ago, I had posted the idea of a classifying system in racing (not unlike the one used at the Meadowlands for harness), and posted a crude system.

Well, I've worked it out a little bit, and I think this would be a good way to go about it (the purse values are representative of Monmouth Park, which is the track I was thinking about while writing this). I've also posted a sample condition book. Let me know what you guys think.

Upon the entries being taken, a trainer can submit a claim slip for a horse he/she wants, with his/her bid listed in the blank (claim slips would be allotted to each trainer). So it would look a little like:

Horse Name: Rings and Things
Race: Race 1, Saturday April 5, 2014
Class: C2
Bid: $5,000

If another trainer wants that horse, they can bid, too, but at a minimum of $6,000 (to prevent shakes). If that trainer places a bid for $6,000, the minimum then rises to $7,000, and so on. Claims can be taken up to post time of the race.
