Couldn't they just write the 2yo races similar to what they did with the Pegasus races this year, where horses with no lasix got a substantial break in weights? If they made the discrepancy in weights fairly ridiculous, wouldn't that essentially get their lasix-free races run while being within state guidelines?

Or "Maidens with Lasix and nonwinners of 3 without"
