Jockeys in Britain will be allowed to use the whip only in the backhand position and disqualification will be introduced as the ultimate sanction for whip overuse.

The changes are expected to come into force in the autumn after featuring as key recommendations emerging from the sport's long-awaited review of whip rules.

The switch to backhand-only whip use is intended to reduce incidents of excessive force being used and result in a narrower arm action by riders.

It is proposed that a jockey using the whip once in the forehand position – if not clearly doing so for safety purposes – will be suspended for seven days, with the penalty for multiple strikes in the forehand yet to be determined but expected to carry a significant deterrent.

Disqualification will occur when a jockey uses the whip 12 times in a jumps race or 11 times on the Flat – four above the permitted level of eight and seven strikes respectively. The intention is that the disqualification decision would be made by stewards on the raceday.

Unacceptable. The one group of people (stewards) that need to know the rules don't.

This isn't some baseball game. Horse Racing is 100% about money and the only mistakes the industry makes are ones that take it away from its customers.

You are correct. The new whips make a noise that encourages a horse to run faster when struck by the jock. However, the track (or in the US case, the nation) can still apply limits they deem fit.

That's not entirely fair. The rules are changing, the interpretations by some subset of stewards might be different from another set of stewards in another setting. A panel of stewards is usually three, coming from different backgrounds, although as often as not including an ex-jockey, and in situations where they are trying to balance a new set of standards with their previous experiences, they might err. Or they might get it right, in spite of popular opinion. My point is, these things are going to happen, and if they are HISA-fueled, expect more to come.

HISA allows stays for two Southern California riders on one-day suspensions

The Horseracing Integrity and Safety Authority, the federal organization that began enforcing limited rules in U.S. racing states on July 1, has issued stays of one-day suspensions handed down by California stewards to two riders for riding-crop infractions, according to officials.

The stays of the suspensions for jockeys Diego Herrera and Ryan Curatolo were issued on July 15 after Bing Bush, a Southern California attorney, appealed the one-day suspensions issued by the California stewards after rides on July 3 and July 8 at Los Alamitos Racecourse. Both riders were suspended for violating a HISA rule that went into effect on July 1 limiting riders to six overhand uses of the whip for an entire race.

Bush, who also manages a racing stable, said on Monday that both appeals were filed to argue that the riders used the whip in ways to avoid dangerous situations. He said in his appeals of the decisions that the riders used the whip “properly” and argued that forcing the riders to serve the one-day suspensions on the first day of the lucrative Del Mar meeting on July 22 would cause “irreparable harm.”

Drafted, jockey penalized for whip misuse in Forego

Drafted, the fifth-place finisher from Saturday’s Grade 1 Forego, was disqualified from purse earnings for the race and his jockey Luis Rodriguez-Castro was fined $500 and suspended three days for misuse of the whip.

According to New York Racing Association steward Brook Hawkins, Rodriguez-Castro hit Drafted 10 times with the whip, four more strikes than are allowed under rules put in place by the Horseracing Integrity and Safety Authority [HISA].

The disqualification costs the connections $26,000. They have up until 10 days to appeal the decision, if they so choose, according to Hawkins.

I say this again. The new Whips were implemented. That wasn't enough. What will be next when limits to Whip Strikes aren't enough?
