I think that the pandemic has made racing officials into a special kind of stupid.

I don't see the problem. They mostly only share Thursday post times. That's better than Gulfstream and Tampa, or Thistledowns and Belterra, and neither of those pairings are problematic.

I assume this is related to their phase 3 rules that limit people in the casinos, and trying to conduct racing outside of peak times.

It odes nothing for racing, but racing isn't the one paying the bills, or funding the purses for that matter.

I recall hearing something about Delta racing during the day for this year's meet due to hurricane damage to their lighting system.

"Post times for this season will be at 12:55 pm Central Time each day since the lighting system was damaged beyond repair and nighttime racing was made impossible."

I think the owners want racing to fail so they can advance the decoupling of the slots from racing as soon as possible.

Or maybe a hurricane damaged Delta's lighting system? Perhaps the hurricane was working in a conspiracy with the track owners to decouple racing from slots. Some people are saying that.

A couple of thoughts re Delta Downs:

1) Horsemen prefer to race during the day. No fun having one in the last going off at 11 PM when you're due back at the barn at 4:30 AM. I think they're in no hurry to get the lights back.

2) We saw a lot of tracks with delayed openings due to COVID shorten their season. DD is still racing their allowed 84 days, going into April this year (normally end in February). That's a promising thing to me.

I went down for the first two days of the meet. It was my first time at Delta Downs. I enjoyed the racing - and the on-site hotel was great (if a little pricey - we'll see if my play gets me a room offer in the future). Still a lot of devastation in the area from Hurricane Laura. Vinton is a small town that got a little smaller.

Why would you pay a premium to fix the lights? The rest of the plant just barely was complete by opening day. Sometimes a cigar is just a cigar.
