Equibase vs DRF Timeforms

Reviewing Timeform Ratings for Europeans that raced in the BC I notice that the #s are sometimes a tad different in Equibase compared to DRF. Also, DRF will have some TFs from outside the UK such as France and Japan whereas Equibase will not have these ratings.
Also, what are the differences in TF and Racing Post ratings.

The Racing Post is a British publication with ratings made by their handicappers.

Timeform is a data provider with ratings made "mechanically."
