The DNC weren’t fined for paying for the Steele dossier. They were fined for characterizing the payments as legal services when it should have been opposition research. The payment was perfectly legal. The paperwork was in error.

Also, the Sussman indictment has nothing to do with the Dossier. He was indicted for allegedly lying about working not working for the Clinton campaign when speaking with the FBI.

Of course the Repugs are spinning that as the whole dossier being corrupt. Something there is no actual evidence for.
