Yes.
And many people do not realize that a really important skill for Speaker of the House is the ability to pre-count votes. I have seen her criticized many times for not bringing a vote to the floor, but I feel certain she knew she did not have the votes.

Both sides do it, both sides suck. It won't end as long we allow bribery of elected officials.

More like the ability to know when the result can go either way and not let a vote happen. As speaker of the house, control of the agenda is part of what goes on.
