As for any perceived delays, pitchers would adapt quickly. No need to go 100% all out, every pitch. And that would cut down on the arm injuries as well. The game needs more action, and that involves more batted balls in play.
If a guy like Greg Maddux was coming up now, he may never have gotten a full chance as he could never hit 95 on the gun.

I don't know about that. Early in his career, Maddux sported a fastball in the low 90s...along with great ball movement and control. Kyle Hendricks got a chance in the Bigs with a fastball that tops out at 88.
