Correct me if I am wrong. Won't NYRA cutting the purses on bottom claimers just mean those fragile bottom claimers will be running in Pennsylvania instead of New York. It really doesn't address the problem, but just pushes it off to another state.

Scratches for Thursday are out: 14 of the 71 horses entered are scratched. Whether it's by Vet or Trainer, they're making very sure any horse even slightly questionable gets scratched.

"Full fields no matter what" as the company line has apparently given way to "Every single one of them better make it across the finish line alive, or heads will roll".

Or the 7500 claimers will run for 25000.
