The CD legal team will tell the track to rule him off.
If he's allowed to return,the high profile nature of Baffert will lead to tons of unwelcome publicity that will affect the company's financial bottom line.
The CHRB on the other hand........ostrich meet sand.

Suspending trainers is so useless if the horses aren't ruled out for 3/6/x months. Horses will just start running under Jimmy Barnes' name.

Game can't afford to have horses ruled off, we can barely fill fields as it is. Force them to be moved to a new barn, a REAL new barn.

The problem for horse racing is... Until trainers are really punished, the fines and purses lost from bad tests will be considered by them as no more than a cost of doing business.
Example. If BIG TRAINER X uses banned substances across the board, and gets caught 5% of the time, then the races won, purses won, and status achieved far outweigh any fines they might receive. Furthermore, if suspension just means putting all your horses into the wife's name or asst. trainer's name, then that suspension punishment is of no consequence either.
And NOW, as Baffert has shown, you can just get a lawyer and make up some wild excuse, and the punishment is ZERO.
Combine this with the fact that the powers that be in horse racing are large breeders and owners, who EMPLOY these trainers like BIG TRAINER X. So who's really going to do anything about it??

I hope you're right. This is getting ridiculous. As for the CHRB, agree. The CHRB is totally corrupt.

I cringe when Secretariat's "oversized" heart is assumed to have imbued the horse with extra courage. To cast him as an exceptionally game horse is not only ludicrous (and completely inapplicable) romanticizing, but somehow sells his true legacy, that of a a singularly talented wonder-horse whose machine-like abilities stretched the limits of thoroughbred performance, short

Given the amount of money handled across state lines, it’s time for the FBI to get involved. Something tells me he would have a hard time finding a lawyer to shoot off theories if the FBI comes knocking
