I would think E. is true. Gov wants it legal for the tax revenue and more control over how it is administered. Legalizing it creates another layer of bureaucracy which means a larger department and more power for the head of the department which means a larger budget and higher pay.

In the final tally, the anti-prostitution crowd outnumbers the pro-prostitution crowd 55%-45%.
I wonder how many people who voted no have actually used the services of prostitutes and how many of the yes voters have never used one?
