You seem to have forgotten that there was a whole eight years of the Bush Administration in between Clinton and Holder. An administration which passed and reauthorized the Patriot Act with overwhelming Republican support. I know.
Many Democrats also voted for it. But the bill was put forward by the Bush Administration and faced no opposition from Republicans except for Rand Paul.

In 2011 Obama did support extending portions of the Patriot Act, but with much stronger individual protections. Yet somehow you think that it is Obama who is threatening your freedom. Using measures instituted by your guy George W. Bush and still advocated by Donald Trump.

Bush and Trump advocate the use of torture. Obama opposes it. Bush started the use of Gitmo to house suspected terrorists without trial or charges. Obama wanted to shut Guantanamo down, but was thwarted by Republicans in Congress.

Now I have to try and figure out how Bill Clinton was responsible for a police state in America. I would ask you, but I have despaired of receiving a logical answer.

most, I realize Bush continued what Clinton boosted (actually started with Lyndon Johnson and the Kennedy assassinations) .. but it was more national defense, not 'party and self' defense that the 0bama regime of terror utilized.
