If I recall correctly, the owners said the incident happened about two weeks prior to the race. When I say slightly healed, I mean that it was still obvious that there had been a cut there. This happened a few years ago, but by my recollection the area did not appear to be likely to bleed. But I was about 15 or 20 feet away from the horse. I was outside the walking ring.
From a handicapping perspective, I was not as concerned with the physical condition of the horse as I was with the mental attitude of the horse.

Or perhaps that person had enough knowledge and familiarity of the situation they could still go forward without needing notes?

I'm not defending anything. I didn't hear the report. Was the reporter saying things salient to the situation?
Was he/she still making a presentation?
I know many people who have general knowledge who can look at a program page and do 5 good minutes of TV by memory of what they had studied.

I care because part of what I do for a living is what you're knocking.
I know many of the people who do that job.
I know what kind of prep work it takes and appreciate anyone who does it well.
Don't know what you do. But would expect you'd defend derogatory remarks about others who do the same job.
Just human nature.
