The whole field needs a dramatic overhaul.
Another one: tote boards that show the real odds, rather than an approximation based on fractions. So 290, instead of 250 (5/2).
Once you start writing it down, you may end of with hundreds of points. Then you can prioritize. The main point to implement change will, of course, have to be financial. People need to understand there is more money to be gained by change than by holding on to the old and outdated.
(as far as legislation; nothing is bought more easily in the US).
