I think the idea is that once Paul Manafort has spent a few nights sleeping in a jail cell and a few days eating prison food, his ability to hear offers to cooperate for a reduced sentence will have become marvellously acute.

Put yourself in Mueller's shoes. If doesn't at least bring one conviction out of this deal he is gonna get stoned by the left. He is desperate to do something. At this point he's just throwing shit anywhere he can fling it hoping it'll stick somewhere. His big indictment of 13 non American's blew up in his face so he is living on the edge.
