A parent doesn't forget this. The agency needs to be torn down and revamped immediately. No excuse for this behavior

Sounds like the 72 year old guy was bullying Mr. Houck's 12 year old son. There was a history between them, the older guy was unsuccessful in suing Houck so he went to plan B and targeted the kid in order to get to Houck.
