Saratoga R10: 7YO Maiden?
Final race 9/2/22 we have a 7YO maiden running in a sMSW$88K race.
Honest question, has a 7YO maiden ever run at Saratoga before? (Yes, also ran on 7/15 as well)

It's up to the Racing Secretary, Director Of Racing and ultimately the Stewards.
If they agree the horse has a chance at being competitive and isn't subject to unusual extra dangers, the entry can be accepted.

Bernardino has been the only one in the last 5 years.

And of course that varies from jurisdiction to jurisdiction - at Oaklawn, no 7 year old maidens are allowed, and 6 year old maidens need to be approved by the racing secretary and the stewards.

Years ago, 5 was the maximum ago for maidens in Louisiana. Sometimes the conditions would be written for a 5 yo, so it was always a good horse to bet on.
