This is some pretty messed up stuff.
And really, what's the point of sending out the message? What are people supposed to do to mitigate against a nuclear ICBM?
Unless you have an underground bunker, and I would venture to say most people on Hawaii do not, then what's the point?
I guess it's to say "Hey, at least we warned you...what you do with your last 10-15 minutes here on earth is up to you..."

The most likely target is Pearl Harbor or the city of Honolulu, both on the island of Oahu. If you are on Oahu and survive the blast with no injuries (or minimal injuries) then the big problem is radioactive fallout. The trade winds are (to my understanding) reliable and come from the northwest. So get to the northwest coast of the island where the trades will blow the radiation away from you. Have a portable radio to get news and possibly directions from civil defense. Same advice for those on islands north of Oahu.
If you are on the big island of Hawaii get to the west or southwest coast. If you have a seaworthy boat then sail west, then head north to one of the islands north of Oahu. If you have enough food and water (or a desalination pump or a solar still) then another possibility is to sail south and try for Tahiti.

Yields are likely to not be very high so depending on topography, epicenter, and burst type/altitude you might be surprised. This all hinges on if NK can even put one on a missile which is highly suspect.

How accurate is NK's targeting? Of course the pentagon is not going to tell us how accurate our systems are but I would hazard a guess that a U.S. missile launched from Wyoming could hit a small car. But then NK is not trying for military effectiveness but terrorism and for that a miss of ten miles is good enough.
If they have thermonuclear then their yield is probably 100 or more times that of the Hiroshima device.

... and that would survive reentry, which is even more suspect at this time. From what I've read, none of their "successful" launches to date included a successful reentry. Reentry is considered the toughest part to do, and NK is estimated to acquire this ability sometime in 2018.
