Seems kind of strange why they would specifically call out the Late Pick 5 only...

Believe it or not, there are two separate rules in Florida for early and late Pick-5s. The early can't carry, and will pay 4 of 5 if nobody has all five, while the late Pick-5 will carry over if nobody has all five winners.
