Nobody changed the definition of a vaccine. You get a flu shot vaccine every year. That’s because the effectiveness of the vaccine declines and the virus mutates. It happens with every virus.
The fact is the COVID-19 vaccine is much more effective than the Flu vaccine, but since the flu is much less deadly the flu vaccine doesn’t have to be as effective.
The vaccine is less effective against Omicron because A VIRUS MUTATES! And it mutates faster when fewer people are vaccinated.

You are about 18 months behind the news because of the bubble you live in.
Even the corrupt drug companies and the bought and paid for slime in the media and at FDA/CDC will tell you that break though cases were so widespread you get almost no protection from infection and transmission from 2 shots after a period of time. That's why boosters were used and why they are giving a 4th in some countries. 1 out of 1000 is so laughable wrong I can't even describe it.
Omicron just made matters worse.
Close to half my friends have had it (alpha and delta) and they were ALL vaccinated. That probably approximates the percentage of people that have had it in the country.
And YES they DID change the definition. Previously to be considered a vaccine it had to provide protection from infection and transmission (which flu vaccines do to a reasonable extent, though poorly compared to good vaccines). But the Covid vaccines were performing so poorly after awhile at preventing either, it no longer really qualified as a vaccine. It was more of a therapeutic because it was still helping prevent hospitalization. They moved the goal post to appease people like you.
