I am nearly 100% certain none of the race book in Costa Rica or Panama, as well as Antigua and the rest of the Caribbean (including some mentioned in this thread) get data from a legitimate entity like the two listed above.
As far as I know, they are not licensed to use the data, they don't pay a properly licensed entity for use of the data and they don't commingle wagers. They don't appear to contribute to the industry in any worthwhile way.
If anyone has information to the contrary or knows the data source (particularly entries and results) of any off shore race book post here or you can send me a PM.
Even if they do piggyback off their customers and/or layoff bets into U.S. ADWs they are still not commingling.
On the other hand, many of the books in Europe and offshore in Gibralter, etc.., do have relationships with the major ADWs. You can tell the legitimate ones for the most part because they specifically state they will not take accounts from U.S. residents.
