The Clinton's cut their teeth laundering drug money while in Arkansas government. They have so many accounts around the world and pseudo charities, it will be next to impossible to 'follow the money'.
It is nice that Huma was valued so much she was fulltime at state department AND Clinton Foundation AND Teneo (a consulting firm started by Doug Band (while running Clinton Foundation)) - it is amazing how productive these people are.

Uranium One’s chairman used his family foundation to make four donations totaling $2.35 million. Those contributions were not publicly disclosed by the Clintons, despite an agreement Mrs. Clinton had struck with the Obama White House to publicly identify all donors. Other people with ties to the company made donations as well.
And shortly after the Russians announced their intention to acquire a majority stake in Uranium One, Mr. Clinton received $500,000 for a Moscow speech from a Russian investment bank with links to the Kremlin that was promoting Uranium One stock."

How much evidence does the FBI and DoJ need before they do anything,
where is that ceiling set? Frankly anything short of a confession it seems.

That is the number that people refer to when they claim the Clinton Foundation spends less than 10% on charitable works.
They are wrong. You have to also look at column B, Program Service Expenses. Everything in column B is a charitable expense. The total of Column B is $68,308,811. Which is 80.6% of expenses.
Now, column B does include such things as wages and salaries, pension contributions, payroll taxes, travel, office expenses, information technology, conferences and other items which you might think should be administrative.
You would be wrong. You do not understand how the Clinton Foundation works. Wages and salaries etc. in column B are for persons working for organizations carrying out the work of the Foundation. For example, one of the things the Clinton Foundation is doing is negotiating with drug companies to provide cheap drugs for AIDS control in Africa. The person-persons doing that negotiating is one of those whose salary is included in column B. Similarly, another program provides seeds for farmers in third world countries.Those involved in that endeavor are paid in column B.
Column C is Management and General Expenses. This is where we find the administrative costs of the Foundation itself. They amount to $8,369,262, which is 9.9% of all expenses. Column D, Fundraising accounts for 9.5%

I hate to be the barer of bad new but I have started and ran a charity. And it would be extremely easy to hide all kinds of shit. If you have a 501c3, which theirs is, your pretty much free to do whatever the hell you want to do as long as you make it look good. And that is very easy.
