Reagan's situation was the traffic controllers went on strike.The current government workers didn't make that choice.

What I said was that the USDA couldn't sell loans that it didn't make, but only guaranteed. Which is to say, you can't sell loans that you don't own. Sorry if I didn't make that clear, but I don't speak Canadian.
